In the lateral system the black buoy changes to green.
Red and white striped buoy changes its' meaning to SAFE WATER ALL AROUND.
After December 31, 2003 a black and white striped buoy can be used and
will mean
DO NOT PASS BETWEEN HERE AND SHORE.
The BLACK-TOPPED and the RED-TOPPED buoys, known as CARDINAL MARKS,
will not be used after December 31, 2003. A hazard buoy can be used
in their place.
The term UNIFORM STATE WATERWAY MARKING SYSTEM will expire on
December 31, 2003. After that date the buoy system will be called U.S.
Aids to Navigation System, or USATONS.
Changes will take place over the next five years as a phase in process.
